Your
request has been considered and is refused. In accordance with the
Freedom of Information Act 2000 (the Act), this letter acts as a Refusal
Notice.
Exemption
Section
21(1) of the Act provides an exemption for release of information that is
reasonably accessible to you even if it is accessible only on payment of a fee.
Information
is to be taken to be reasonably accessible if it is information which the
County Council or any other person is obliged by or under any statute to
communicate to members of the public on request whether free of charge or on
payment.

Were your LA’s 2020/21 fee rates based upon an assumed occupancy level? If so,
what rate?
Our
response:
A
90% occupancy rate is our normal position and indeed was close to this rate for
much of 2020-21. The rate however has been dropping steadily and is now close
to 82%. The usual price is based on normal operations.
This
has been an exceptional year and as such the council has put in place a range
of measures to support care providers, including a premium payment for the
first half of the year and a mechanism to seek financial support. In addition,
new placements have on average been at a higher cost, reflecting some of the
covid-19 related pressures. The council is now starting engagement work with
the market to understand the ongoing costs of covid-19.
