Question 1- 4 For block purchased arrangements uplifts are agreed through formula in contract or where no formula fee uplifts are agreed on negotiation with the provider. For spot purchased care the council does not set base rates.  Each client is assessed on an individual basis and the fees are negotiated with the home based on needs.
